Permits

Which permits exist in Armenia, who needs them, when, and which steps they involve.

Planning and approval

Design permission (architectural-planning assignment)
The community's assignment that sets what you may design on your plot and how. It includes the utilities' technical conditions.
Who needs it: Anyone planning new construction or reconstruction (extension, extra floor) of a Category II–V object.
Renovation and exterior works
Interior renovation needs no permit; changing the facade, exterior windows or roof covering in towns needs an approved sketch design.
Who needs it: Anyone doing works that do not touch load-bearing structures.

Utilities

Utility technical conditions
Conditions for connecting water, sewage, electricity and gas. The community requests them itself together with the design assignment.
Who needs it: Projects that need new connections.

Expertise

Design expertise or designer's guarantee
Design review before the permit: a designer's guarantee for Category II, simple expertise for III, state complex expertise for IV–V.
Who needs it: Everyone applying for a construction permit, depending on the complexity category.

Construction

Construction permit
The community approves the design and allows construction works to start. It comes with the construction log book.
Who needs it: Any Category II–V new construction, reconstruction or renovation that touches load-bearing structures.

Notices

Start-of-works notice
Tell the community at least 3 days before works start; it informs the inspectorate.
Who needs it: Everyone holding a construction or demolition permit.

Demolition

Demolition permit
Permission to demolish (dismantle) a building. When demolition is part of new construction, the construction permit covers it.
Who needs it: Anyone demolishing a building on its own. Monuments also need Government permission.

Completion and use

Completion act and operation permit
Confirms the construction was finished according to the design. Without it the building may not be used or registered.
Who needs it: Every object built under a permit.

Registration

Property rights registration
Registering rights to the building and its units at the Cadastre Committee, based on the completion act.
Who needs it: The owner of the finished building.
